IPAF Dual 3a & 3b Operator Course (Mobile Vertical & Boom MEWP Training)
This IPAF Dual 3a and 3b operator course provides the knowledge and practical skills required to safely operate both mobile vertical (3a) and mobile boom (3b) MEWPs. You will learn how to carry out pre-use inspections, identify hazards, and operate powered access equipment safely and effectively in line with IPAF best practice and health and safety regulations. Training is delivered through an IPAF-approved centre.
This IPAF MEWP training course will be delivered by an IPAF certified training provider. The course equips operators with the essential skills and knowledge to safely use mobile vertical platforms (scissor lifts) and boom-type powered access platforms in a range of workplace environments.
Combining theory and practical instruction, the course ensures delegates can confidently identify hazards, perform pre-use checks, and operate both static and mobile boom lifts safely and efficiently.
The course also covers relevant legislation, operator responsibilities, and industry best practices for working at height. Successful delegates will receive an IPAF PAL Card (digital via the ePAL app), valid for five years.
During this course, you will learn how to:
- Understand MEWP categories, including mobile vertical (3a) and mobile boom (3b)
- Identify machine capabilities and safe working limits
- Carry out pre-use inspections and function tests
- Apply safe working practices and operator responsibilities
- Identify site hazards and assess risks when working at height
- Safely manoeuvre, position, and operate boom lifts
- Follow emergency lowering procedures and ground rescue plans
- Work within load, reach, and stability limits
- Park, secure, and shut down equipment safely
Assessment: Written theory test and practical assessments for both 3a and 3b MEWP categories.
Certification: Certification is valid for five years. Successful delegates will receive: IPAF Certificate of Training IPAF PAL Card (digital via ePAL app)
Duration: This is a one-day IPAF training course, including both theory and practical assessments. Duration may vary depending on group size and equipment availability.
This IPAF training course is delivered through a combination of theory and practical learning. Training includes classroom-based or eLearning theory modules (where available), instructor-led guidance and group discussion and hands-on practical training using both 3a and 3b MEWPs.
Training is carried out at an IPAF-approved training centre.
This IPAF 3a and 3b operator course is suitable for anyone required to operate static or mobile boom lifts. Typical roles include:

- Maintenance engineers
- Facilities management teams Industrial workers
It is ideal for those working at height who need recognised MEWP training and certification.
There are no formal entry requirements for this course. Delegates must be medically fit to operate MEWPs, be able to understand spoken and written English and provide valid photo ID for registration.
