
NRSWA Operative Course (Street Works)
Street works operatives work in some of the most hazardous environments on the public highway - managing live traffic, excavating around buried services and reinstating surfaces to exacting standards. This five-day NRSWA Operative course covers the full range of competencies required to carry out street works safely and legally, from locating and avoiding underground apparatus and setting up signing, lighting and guarding, through to excavation, backfill and reinstatement across multiple surface types. On successful completion, delegates are registered on the Street Works Qualification Register (SWQR) and issued with an ID card listing all achieved units, valid for five years
• Unit LA: Location and avoidance of underground apparatus
How to identify, locate and avoid underground services before and during excavation, including the use of service drawings, CAT and Genny equipment, and the safe digging practices required to prevent strikes.
• Unit O1: Signing, lighting and guarding
How to install, maintain and remove compliant temporary traffic management systems in line with the New Roads and Street Works Act 1991 and the Code of Practice, protecting pedestrians, road users and the workforce throughout.
• Unit O2: Excavation in the highway
How to carry out safe excavation on the highway, including shoring requirements, working near underground services, managing excavated material and maintaining safe site conditions throughout the operation.
• Unit O3: Reinstatement and compaction of backfill materials
How to reinstate and compact backfill materials correctly in line with the Specification for the Reinstatement of Openings in Highways (SROH), including compaction methods and layer thickness requirements.
• Unit O4: Reinstatement of sub-base and road base (non-bituminous materials)
How to reinstate sub-base and road base using non-bituminous materials to the correct depth, density and surface tolerances required by the SROH.
• Unit O5: Reinstatement in cold lay bituminous materials
How to carry out reinstatement using cold lay bituminous materials, including correct placement, compaction and surface finish in line with SROH requirements.
• Unit O8: Reinstatement of modular surfaces and concrete footways
How to reinstate modular paving surfaces and concrete footways correctly, including cutting, bedding, jointing and matching existing surface materials and patterns.
• Optional units
Unit O6 (reinstatement in hot lay bituminous materials) and Unit O7 (reinstatement of concrete slabs) are available subject to facility availability — please request at time of booking.
• Assessment
Multiple-choice theory tests and observed practical assessments for each unit, completed throughout the course.
Curse combining tutor-led classroom sessions with demonstrations and hands-on practical exercises in a controlled training environment. Theory and practical assessments are completed for each unit. Small group sizes ensure safe supervision throughout. Optional units may extend the duration depending on availability.
Street works operatives, groundworkers, utilities and highways teams, and contractors working on public roads and footways who physically carry out excavation, reinstatement and traffic management on the highway.
Delegates should be able to understand spoken and written English and complete written assessments and safety documentation. Delegates must provide valid photo ID on the day of training.
