
NRSWA Supervisor Course (Street Works)
Supervising street works requires a different set of competencies from carrying them out, the focus shifts from doing to planning, monitoring and taking responsibility for the safety and compliance of an entire operation. This five-day NRSWA Supervisor course covers all the units required to legally supervise street works on the public highway, from locating underground apparatus and overseeing signing, lighting and guarding, through to monitoring excavation and reinstatement across multiple surface types. On successful completion, delegates are registered on the Street Works Qualification Register (SWQR) and issued with a Supervisor ID card listing all achieved units, valid for five years.
• Unit LA: Location and avoidance of underground apparatus
How to plan for and supervise the identification, location and avoidance of underground services on a street works site, including verifying that operatives are using detection equipment correctly and following safe digging practices.
• Unit S1: Monitoring signing, lighting and guarding
How to monitor the installation, maintenance and removal of temporary traffic management systems, check compliance with the Code of Practice and identify unsafe or non-compliant practices before they create risk.
• Unit S2: Monitoring excavation in the highway
How to supervise safe excavation operations, including verifying shoring arrangements, monitoring work near underground services and ensuring site conditions are maintained throughout.
• Unit S3: Monitoring reinstatement and compaction of backfill materials
How to monitor the reinstatement and compaction of backfill materials, verify that operatives are working to the correct layer thicknesses and compaction standards required by the Specification for the Reinstatement of Openings in Highways (SROH).
• Unit S4: Monitoring reinstatement of sub-base and road base (non-bituminous materials)
How to supervise the reinstatement of sub-base and road base using non-bituminous materials, checking depth, density and surface tolerances against SROH requirements.
• Unit S5: Monitoring reinstatement of bituminous materials
How to monitor reinstatement in both cold and hot lay bituminous materials, including checking correct placement, compaction and surface finish in line with SROH requirements.
• Unit S7: Monitoring reinstatement of modular surfaces and concrete footways
How to supervise the reinstatement of modular paving and concrete footways, including checking cutting, bedding, jointing and surface matching against the original materials and patterns.

Unit S6 (monitoring reinstatement of concrete slabs) is available subject to facility availability — please request at time of booking.
• Assessment
Multiple-choice theory tests and observed practical assessments for each unit, completed throughout the course.
Course combining tutor-led classroom sessions with demonstrations and practical exercises in a controlled training environment. Theory and practical assessments are completed for each unit. Small group sizes ensure effective supervision throughout. Unit S6 may extend the duration depending on availability.
Supervisors, team leaders and site foremen responsible for overseeing operatives carrying out street works, and highways and utilities management staff requiring legal NRSWA certification to supervise operations on the public highway.
Delegates should be able to understand spoken and written English and complete written assessments and safety documentation. Delegates must provide valid photo ID for SWQR registration.
