
NRSWA Unit S1 Monitoring Signing, Lighting & Guarding Course (Street Works Supervisor)
Street works sites present serious risks to the public, pedestrians and the workforce, and supervisors are responsible for ensuring that signing, lighting and guarding is correctly set out, maintained and removed at all times. This one-day NRSWA Unit S1 course gives supervisors the knowledge and practical skills to monitor temporary traffic management in line with the Code of Practice, identify unsafe practices and verify that operatives are following correct procedures. On successful completion, candidates receive an accredited certificate and a Street Works Qualification Register (SWQR) Supervisor card for Unit S1, valid for five years.
• Supervisory responsibilities
The specific duties of a supervisor in relation to signing, lighting and guarding on street works sites, including what the New Roads and Street Works Act 1991 and the Code of Practice require of those overseeing temporary traffic management.
• Legal requirements and standards
How to interpret the legal requirements and technical standards that govern temporary traffic management, including correct distances for advance warning signs, safety zones and pedestrian routes.
• Monitoring signing, lighting and guarding
How to check the correct placement, condition and maintenance of signs, cones, barriers, portable lights, stop/go systems and temporary traffic signals throughout the duration of a street works operation.
• Site protection for pedestrians and traffic
How to verify that adequate protection is in place for pedestrians, vehicle traffic and the workforce, including checking that pedestrian routes are correctly signed, surfaced and maintained.
• Hazard identification and risk assessment
How to identify hazards on active street works sites, verify that risk assessments are in place and confirm that operatives are working in line with the controls identified.
• Safe removal and site closure
How to ensure the safe removal of temporary traffic management systems and the correct closure of a street works site, including checks to confirm that all equipment has been retrieved and the carriageway reinstated safely.

Multiple-choice written examination for NRSWA Unit S1.
Tutor-led classroom course supported by group discussions, scenario-based supervisory exercises and practical examples of street works situations.
Supervisors, team leaders and managers responsible for overseeing operatives who install temporary signing, lighting and guarding on the highway. Suitable for those who must ensure compliance with the Code of Practice but do not physically carry out the installation work themselves.
