FALL ARREST NOT USED FOR SERIOUS RISK

 
Work was not properly planned and appropriately supervised

The owner of a specialist roofing company has been sentenced after admitting dangerous working practices.

Richard Lavers, 48, who owns RFL Metal Roofing, was on site and supervising two employees while they were installing zinc sheets to a roof on a property in Stevenage, Herts.

On Friday 30 October 2015, Stevenage Magistrates’ Court was told by the Health and Safety Executive (HSE) that harnesses were removed for approximately ninety minutes while working adjacent to edges with a five storey drop, leaving no fall protection in place.

A fall from this height is likely to have been fatal.

Charged as an individual

HSE told the court that when working at height, good planning and appropriate supervision is essential.

Mr Lavers was charged as an individual for failing to ensure that the work at height was properly planned, appropriately supervised, or carried out in a manner which is so far as is reasonably practicable safe, to prevent any person falling a distance liable to cause injury.

Richard Lavers, of Hitchin, Hertfordshire, admitted breaching Regulation 4(1) (a, b and c) and Regulation 6(3) of the Work at Height Regulations 2005 and was fined £5,000 and ordered to pay costs of £1,305.
